New NERIP Website

This newsletter comes to you on the day that we launch the new NERIP website. Ours is the only site in cyberspace where you can access all the regional strategy documents from the same place, including those produced at regional, sub-regional, city region or local authority level. The Research Finder module will help you find research reports that are relevant to your area of policy from the thousands that are available, whilst Data Finder will enable you to search quickly through over a thousand sources of data published by central Government.

The new website also features an on-line booking facility for NERIP events. We will be holding a number of free events this autumn, and you can already book places at two of them. The first, aimed at policy-makers, considers how economic policy and environmental priorities come together. The second, hosted jointly with the ONS, is aimed at a more technical audience and will consider the implications of the transfer from SIC 2003 to SIC 2007.

Assessing the impacts of economic growth on climate change and the environment

This study, by Stockholm Environment Institute and Experian, assesses the environmental impact of economic growth in the North East of England. It sets out to answer the question: if the North East region were to be successful in meeting its economic objectives what consequences would this have for the environment? It addresses this question from the perspective of consumption: that is, what impacts arise through the products and services either purchased directly by people living in the North East or purchased on their behalf by government institutions.

Gross Disposable Household Income

In April, the ONS released data showing levels of Gross Disposable Household Income for 2007. As a measure of the spending power of households, this is a complementary economic measure to Gross Value Added (GVA), the most common measure of the strength of a region's economy.

Northumberland Economic Assessment

Northumberland County Council have done a lot of work over the past year on the development of their Local Economic Assessment. The Assessment consists of three broad areas : State of the Economy, Forecasting, and Future Drivers of Change. This is a comprehensive piece of work, and one which the County Council intends to keep up to date and develop further.

Place Survey : the results

The 2008 Place Survey provides information on people's perceptions of their local area and the local services they receive. This release from CLG summarises the headline findings for England and Government Office regions with results for individual local authorities shown in the accompanying tables. The survey collects information on 18 national indicators for local government, used to measure local government performance for 152 county councils, metropolitan district councils, London boroughs and unitary authorities. While the Place Survey is primarily intended for use at a local level, national and regional results are provided for benchmarking purposes.

North East Health Profiles

Local health profiles describe the health of the local population and enable the comparison of indicators describing health and determinants of health at local, regional and national levels. The 2009 health profiles can be accessed via the Health Profiles website.

Compendium of North East Housing and Population data

This report, released in March,  presents hundreds of different pieces of information relating to population and housing in North East England together in a clear graphical way in one source document. It intends to inform and advance the population and housing debate in the region by making it easier to find and understand key trends and issues.

Closing the Employability Gap for BME Groups

The North East Equality and Diversity Partnership, funded by One NorthEast, commissioned the Centre for Public Policy at Northumbria University to examine ethnicity and employment in the region. The overall aim of the research was to review and inform the development of key regional labour market policies aimed at strengthening economic inclusion for ethnic minority groups. In doing so, the research has sought to work within the context of the Regional Employability Framework, to inform better understanding of the way in which labour market disadvantage affects different ethnic minority groups in the region, and to inform improved understanding of the barriers for specific groups of people (i.e. by race/faith, gender and age). The report also looks at the effectiveness of interventions in overcoming disadvantages and makes recommendations around the development of regional labour market policies, to quicken the pace in reducing labour market disadvantage for the North East’s ethnic minority groups.

SIC 2007 - 7 October 2009

The ONS are releasing a new Standard Industrial Classification (SIC) shortly, to replace the previous 2003 version. This is something that happens every few years as the nature of industry changes. These changes will affect the presentation of data by industry type, across a wide range of surveys and publications at the national and regional level, including business counts, gross value added and employment data. This seminar, to be jointly held by NERIP and the ONS on 7 October in Newcastle, will include presentations by senior ONS staff involved directly in the implementation of these changes.  There will be opportunities to ask questions about the effects of introducing the new SIC codes on specific types of data.  The agenda for the event will cover the timetable for the implementation of SIC 2007 and the impact of the changes, and will also look at the current regional data for industries.  For more information, and to register to attend, click here .

Why does economic policy need to take the environment into account? - 30 September 2009

Looking at the impact of environmental concerns on economic policy, this event will  provide an overview of the challenges of sustainability, climate change and economic growth for the Regional Strategy. Paul Mooney, Chief Economist at One North East, will describe progress with the evidence base behind the forthcoming Regional Strategy, and Professor Paul Ekins, Professor of Energy and Environment Policy, at King’s College, London will discuss how to meet the challenges of sustainability and climate change in practical ways. 

The programme also highlights two recently-developed analytical tools available to regional analysts and policy colleagues : one which models greenhouse gas emissions against economic growth scenarios, forward to 2020 and 2050, undertaken by AEA; the second a piece undertaken by the Stockholm Environment Institute and Experian looking at the future environmental impacts of consumer spending as a function of economic growth.

CURDS Masters in Regional Development 

Local and regional development is undergoing a period of unprecedented change. New debates about the 'knowledge economy' and 'learning regions', 'globalisation', 'competitiveness', 'inclusion', 'sustainability' and 'wellbeing' are profoundly changing the nature of local and regional development processes, institutions and policies. International trends towards devolution, 'regionalisation' and city-regionalism are changing administrative and governance structures at the national, regional, sub-regional and local levels. The current recession has focused the minds of local and regional policy-makers in shaping their responses and building the resilience of local and regional economies. Together, these inter-related developments are generating new challenges and a demand to build capacity for analysis, strategy and policy-making for local and regional development amongst individuals and institutions in the public, private and voluntary and community sectors.

The Centre for Urban and Regional Development Studies (CURDS), Newcastle University, has two postgraduate programmes that connect directly with this emerging local and regional agenda:

* MA, Diploma and Certificate in Regional Development

* MA in Regional Development (Research) (ESRC-recognised)

Specialist Alcohol Treatment 

The North East Public Health Observatory have released a paper assessing the level of specialist alcohol treatment provision in the North East. More details are here.  

Modelling Housing Stock Condition

The Building Research Establishment (BRE) provide a housing stock modelling service which predicts private sector housing conditions throughout England. This covers the mandatory housing standard HHSRS, the decent homes standard and its components and other housing standards. It utilises English Housing Survey data, census commuting data and commercial data in income. More details can be found here.
